Picnic Tax in France?!?

Pretty clever, though I'm sure frustrating to some. Do you think it will be effective? A snippet from this week's TIME magazine, "What They're Taxing in France"

"...France will begin taxing nonrecyclable cutlery and plates to entice consumers to buy more eco-friendly products. The so-called picnic tax of 58 cents per pound ($1.29 per kg), part of an effort to curtail waste, may be extended to cover other household items like washing machines, refrigerators and televisions. The nation has a similar system in place for cars, whereby heavily polluting vehicles pay steeper taxes."

I have to say I'm intrigued - also by the higher emissions tax. People often go off that the SUV hybrids don't get THAT great of an avg. MPG (I guess around the low-to-mid 20 mpg), but I don't hear much discussion about their much improved emissions. Comments?
