Grading of points that have a broken portion

What's the rule of thumb when a professional grader encounters an artifact that has a portion broken off the artifact during the retrevial process? If the item isn't a Clovis or a Folsum, etc. then is it true that the item could not be graded higher than a 6?

Well now, the prices in the Overstreet book are somewhat ambiguous but the publication is the best picture and reference book for forms and ratings in the United States.
