Right now, the river should be a low or static level. If memory serves correctly, the 98 flood crested at 22 feet above the present level, however, the Guadalupe has been evidenced by ancient floodings where the level would have been well above the 98 level. High levels like that can really downcut on arch sites, and might partly why you can find paleo types as shallow as you have indicated. It might be of help to inspect areas upstream of where you do make finds to help possibly find the campsites.
