Yes the base is ground the odd thing is that it is heavily beveled

" resharpening" may have been a wrong call, more like redesigning, including the bevel. That might be a drill form ...
There's such an example under Plainview, OvrSt pg670

I located two personal finds with a similar design to the one you found ( both by " the Cameron boys" )

#1..17% dwn on bright blue bucket. Plainview
