As far as I know there is no camping allowed on Hollywood blvd. They wont even let the homeless people stay on the sidewalks for very long. There is so much tourist traffic that they do their best to keep the sidewalks clear and moving. You can contact the Hollywood chamber of commerce and they can either confirm this information or tell you where you are allowed to go.
I have a place 2 streets over from Hollywood Blvd next to Hollywood High and I have NEVER seen anyone camping out and I see a ton of premieres.
