The film is in pre-production which means its in a place where locations, scripts, budgets, cast and ideas get tossed in the air, pondered, planned, probed and researched. Locations may change every day until theyre locked. It's more important for an actor to get quick info on things that directly involves him (casting and script/story changes) location is not as important. Thats more a sign-off for producers and studios/crew than the star. So if this decition was locked whilst in transit and busy on his press tour, it's not THAT strange that he wasnt that informed.
