Depends on what you mean by "banner". This is normally taken to mean a single image that runs across the top of your web page. To do anything to an image requires the use of an appropriate picture editor.
Make a COPY of the image in case you screw up. If you don't have a suitable product then download Irfanview, its free (or was last time I looked). Edit the image to add text, save and upload.
