..In order to see category 2 and 3 you must first add forums to them.

Am I only allowed 1 forum per category in the free forum? I created 3 categories and 3 forums. How do I add a forums to category 2 and 3?

A free account is allowed 3 of each.

Use the "Forum Parent" option to change the category a forum is placed in.
